It manages to make the entire cast look kind of unappealing - which is actually an amazing achievement given how attractive Margot Robbie normally looks. I mean, I'm a DC fan, I even own a couple of Birds of Prey trades and I don't recognise anyone in that picture (yes, I can guess who certain characters are but it's not immediately obvious). But the poster I saw most often this one - is a number of weird choices all mashed together. I was very much aware of this movie because of the poster campaign that I saw in lots of places (I live in London for reference). People in my office who never watch comic book movies were going to see Joker long after it opened. It's kind of the reverse of what happened with Joker which had some buzz initially (combined with inane fake controversy) then did well and then did even better due to good word of mouth. And one of the reasons why few people are seeing it is no-one is talking about it. There's no buzz because few people have seen it.
